Florence Hagan’s academic and professional qualifications consist of O and A levels from Mfantsiman Girls Secondary School, a BA (Hons) in English and the Study of Religions from the University of Ghana and an LLB (Hons) from Warwick University, UK. She was called to the Bar in England and Wales at Middle Temple in 1989 and the Ghana Bar in 1991 and became a Notary Public in October 2007.
Florence began her professional career with Securities Discount Company Limited (SDC), a financial intermediary operating in Ghana. Thereafter she was involved in the promotion and establishment of the first Leasing Company in Ghana – Ghana Leasing Company (GLC) after which she accepted a position in the Legal, Administrative and Human Resource Department. She joined International Commercial Bank (ICB) and as Head of Legal and set up the Legal, Regulatory and Compliance Department. She was also the Company Secretary to the Board of the Bank.
In August 2002, set up Anga & Emuwa Ghana, a full service commercial and litigation law firm. The firm was affiliated to Anga & Emuwa in Nigeria now Aelex. In December 2004, Florence set up Hagan Law Company.
Florence has over twenty-nine (29) years post call and extensive experience in Banking and Finance, Finance Leasing, Investment, Human Resource Development and labour related issues, Corporate governance and compliance, Company Law and Practice, Intellectual Property, Projects, Due Diligence, Debt Recovery, Energy Related matters, Human Rights issues, Property acquisition and development, Airline Law and Maritime matters. She has also provided advisory services in the area of investment prospects in Ghana. She has consulted for the Africa Project Development Fund (APDF) on SME projects and ECOWAS on Labour related issues.
Florence also provides company secretarial services to companies in the manufacturing and construction sectors. She has also conducted Due Diligence and jurisdiction surveys and services in corporate governance and compliance procedures for both fresh investors and existing corporate entities. She serves as company secretary on a number of Boards.
Hagan Law Company's clientele portfolio includes foreign missions and embassies, multinational and Ghanaian companies.
Florence has served on the Ministerial Tender Review Board of the Ministry of Finance and Economic Planning and as a member on the Board of the Council for Law Reporting. She was the Member Legal on the Board of Ridge Church School from 2011 to 2017 and currently serves on the Board of Governors for her alma marta Ghana International School.
Florence is the author for the contribution on Ghana in the Digest of Commercial Laws of the World published and updated in 2005, 2006, 2008 and 2011 by the Oxford University Press. Other publications include:
"Power Financing in Ghana: A legal overview" - International Power and Utilities Finance Review 2004/2005 and "Simplified Recovery Procedures and Enforcement Measures" presented at a seminar on the applicability of the OHADA Treaty in Cameroon organized by the Department of Law - University of Buea, Cameroon under the auspices of OHADA (The Harmonization of Business Law in Africa) in September 2003
Florence is a member of the Ghana Arbitration Centre, the Ghana Bar Association and the Treasurer of the African Women Lawyers Association (AWLA).
Florence is a team player with exceptional management and analytical competencies and is active in various professional and community service-oriented organizations. She is a Rotarian, past President of the Rotary Club of Accra East in District 9100 in the year 2012-2013. She served as the Rotaryj Youth Leadership Awards Chair for District 9100 in 2007 -2008 and in District 9102 for the 2013 - 2014 Rotary Year. She was appointed as an Assistant Governor and served in the 2014 to 2018 Rotary Years. She is currently the Vice District Trainer for District 9102.
Florence is a Christian, Methodist by denomination and worships at the Accra Ridge Church where she is a Sidesperson and a member of the Christian Services Group.
